Pakistan strongly condemns twin terrorist attacks in Kabul

ISLAMABAD: Pakistan has strongly condemned the twin suicide attacks in Kabul on Monday in which many precious human lives were lost and a number of innocent injured."We are distressed and grieved at the loss of precious lives in this dreadful terrorist attacks", said the foreign office statement."We express our deepest sympathies and heartfelt condolences to the families and friends of those who have lost their loved ones", it said.At least 25 people were killed, including Agence France-Presse chief photographer for Afghanistan Shah Marai and eight other journalists, when two suicide blasts ripped through Kabul.The attacks, claimed by Daesh, are the deadliest to have targeted the media in Afghanistan since the fall of the Taliban in 2001, according to Reporters Without Borders.In a separate attack 11 children were killed and 16 people wounded, including foreign and Afghan security force members, when a suicide attacker exploded his bomb-laden car near a convoy in the southern province of Kandahar, officials said."The government and people of Pakistan express their support and solidarity with their Afghan brethren in this hour of grief.Pakistan reiterates its condemnation of terrorism in all its forms and manifestations and resolves to fight this menace till its elimination," statement said."We are confident that the resolve of brave Afghan people to defeat terrorism cannot be weakened by such cowardly attacks", it added.


Two commodores of Pakistan Navy promoted as Rear Admiral

ISLAMABAD: Two Commodores of Pakistan Navy, namely Mirza Foad Amin Baig and Mian Zakirullah Jan have been promoted to the rank of Rear Admiral with immediate effect.After promotion, Rear Admiral Mirza Foad Amin Baig has been appointed as Flag Officer Sea Training (FOST), while Rear Admiral Mian Zakirullah Jan has been posted as Deputy Chief of Naval Staff (Admin) at Naval Headquarters.Admiral Amin was commissioned in Operations Branch of Pakistan Navy in 1990 after completion of initial training at Britannia Royal Naval College Dartmouth UK.He is a graduate of Pakistan Navy War College Lahore, National Defence University Islamabad and has also done Armed Forces Staff Course from Malaysia.His various Command and Staff appointments include Commander 18th Destroyer Squadron, Commanding Officer PNS ZULFIQUAR, Commandant Pakistan Naval Academy, Principal Secretary to Chief of the Naval Staff (PSC), Director Naval Operations and Assistant Chief of Naval Staff (Operations) at Naval Headquarters.The officer has also served as Naval Attache of Pakistan at Beijing, China. In recognition of his meritorious services, he was awarded Sitara-e-Imtiaz (Military).Rear Admiral Mian Zakirullah Jan was commissioned in Operations Branch of Pakistan Navy in 1990. I have not ended anyone’s career, says Inzamam
Chief selector Inzamam-ul-Haq on Monday once again defended the team selection for Pakistan’s Test tour of Ireland and England, saying that he is only trying to do what is in the best interests of the team.

Speaking to reporters in Lahore, the former captain said he has not ended anyone’s career prospects.

“I have not ended anyone’s future. We are only trying to do what’s best for our team,” he said, reiterating that the 16 best players were chosen for the England/Ireland tour.

“Everybody knows English conditions are not easy [to play in]. That is why we sent the team there early so that they can adjust to the conditions [before the series starts].

“I am being criticised for expanding the pool of players. But I have been tasked with bringing forward new [and young] talent. We are giving chances to youngsters. They will make mistakes, but they will also learn,” he added.

Pakistan were all out for 168 in their four-day tour match against Kent at Canterbury, with uncapped Imam-ul-Haq who is also Inzamam’s nephew, top scoring with 61. The 22-year old left-handed batsman earlier copped flak for his selection ahead of the long-ignored Fawad Alam, who was once again left out of the final 16 despite performing consistently well and better than some of the new selections in the domestic circuit.

“I am pleased whenever any batsman performs well,” said Inzamam, when asked about his thoughts on Imam’s impressive batting display in swinging conditions against Kent.

“We review performance of all the players,” he added.

Inzamam refused to comment when asked about fast bowler Mohammad Asif, who remains out of the team after getting convicted for spot-fixing and serving his five-year ban.




Second Chinese medical team leaves for Gwadar to provide medical assistance

BEIJING: The second batch of Chinese Red Cross medical team comprising 14 doctors and medical staff has left here for Gwadar to provide humanitarian medical assistance at emergency medical center.The second batch will replace the first batch which has been providing medical assistance for the last six months at the center.The China Red Cross Society and the Chinese Red Cross Foundation have established the first public welfare project to jointly carry out the One Belt One Road International Humanitarian Assistance at Gwadar in February last year, according to official sources on Monday.The steel structure boardroom and medical equipment of the center were donated by domestic enterprises.The medical personnel were selected by the Chinese Red Cross Society and the National Health and Family Planning Commission from the doctors of the cooperative hospital.In September 2017, the 12 medical staff of the first medical teams began to provide half-year medical services to Pakistani residents and staff of Chinese companies in Gwadar.As of the end of March this year, the center had received more than 1,000 visits by Chinese and Pakistani patients and had also conducted 260 medical examinations for elementary school students from Elementary School and the Gwadar Port Authority, which were built in Gwadar by China.With the development of medical teamwork, the local patients and people have appreciated the performance of the medical team.The second batch of medical teams dispatched this time will take over the first batch of medical teams and begin a six-month medical service.This batch of foreign aid medical teams consists of medical personnel from Huashan Hospital affiliated to Fudan University, the 999 Emergency Center of Beijing Red Cross Society, Hospital of Fudan University and the project staff of the Chinese Red Cross Foundation.The Chinese Red Cross Society and the National Health and Family Planning Commission jointly held a pre-mobilization meeting and training for the medical team.Wang Ping, Vice President and Secretary General of the Chinese Red Cross Society and Liu Xuanguo, Vice Chairman of the Chinese Red Cross Foundation, Zhou Jie, the International Exchange Center of the National Health and Family Planning Commission, Huashan Hospital Affiliated to Fudan University, and the relevant leaders of the 999 Emergency Center of the Beijing Red Cross Society attended the mobilization meeting.Experts from the International Committee of the Red Cross (ICRC) East Asia Office and the National Health and Family Planning Commission's International Exchange and Cooperation Center have trained the medical team members in overseas training on humanitarian assistance.Entrusted by the Red Cross Society of China, Liu Xuanguo, Vice Chairman of the Chinese Red Cross Foundation, led the second group of Chinese Red Cross Aid Medical Teams to Pakistan to guide the handover of the first and second batch of medical teams, and to connect with the Red Crescent Society of Pakistan.Fu Daoying, Deputy Secretary of Huashan Hospital, Fudan University, and Liu Xiuhua, Secretary of the 999 Emergency Center of the Beijing Red Cross Society, are travelling with the team.The medical team consists of two medical experts with rich clinical and foreign experience, including medical experts and nursing staff in emergency, orthopaedics, and gynaecology, neurosurgery, and testing.

In a bid to express show of power both the factions of Muttahida Qaumi Movement-Pakistan announced on Monday to hold public gatherings at the Tunki ground, a day after Pakistan Peoples’ Party held its gathering in the area considered to be a stronghold of the MQM-P.

The MQM-P Bahadurabad group has announced to hold a public rally at May 5 while the Sattar-led party faction has called for the gathering on May 6.

MQM-Pakistan PIB faction leader Dr Sattar took jibes at the PPP leader during his Yadgar-e-Shuhda graveyard visit by saying that its very important to show a mirror to Bilawal Bhutto Zardari.

"Oppression is going on from the very first PPP government. Urdu was being replaced as the official language in the province. People who were protesting against it were killed in the riots," he said. "Bilawal should apologise to the heirs of the martyrs."

Sattar said that the gathering was held from the resources of Karachi.

"One can do gathering on the basis of power, but one cant win hearts through it. The urban Sindh is not given funds from last 30 years. People of Karachi and Hyderabad are stopped from getting jobs and admissions in colleges through the implementation of Quota system."

The MQM-P leader demanded from the authorities to conduct open-trial of Uzair Baloch.

Government increases petrol price by Rs1.7 per litre
Finance ministry on Monday rejected OGRA's recommendation to increase price of petrol by Rs3.22, after a notification was released that a Rs1.7 price hike for the commodity was effective from 12AM today.

The Oil and Gas Regulatory Authority (OGRA) had earlier sent a summary to the government, with the recommendation to increase price of petrol by Rs3.22, diesel by Rs5.2, kerosene oil Rs6.97, and light diesel Rs6.95.

According to the notification, issued by the government, the new petrol price is Rs87.70, while diesel price was increased by Rs2.31 to Rs98.76.

Earlier today, the expected prices per liter of the commodities were: petrol Rs89.22, diesel Rs101.47, kerosene oil Rs83.43 and light diesel Rs72.25. A 200 percent increase in the levy on petroleum products was also recommended, as suggested in the new budget for the fiscal year 2018-19.

Under the Finance Bill 2018, tax on diesel, petroleum, crude oil and high-octane fuel would be increased from Rs10 per litre to Rs30. 

The same increase would be imposed on the levy of light speed diesel and gasoline, while levy on local liquefied petroleum gas could go up by 328%.

The sixth budget of the Pakistan Muslim League-Nawaz government was presented on April 27 with an outlay of Rs5,932.5 billion. The budget was presented amid strong protest from the opposition benches against the full-year financial plan despite the incumbent government's remaining tenure of three months.

ISLAMABAD: Former president and All-Pakistan Muslim League chief General (retired) Pervez Musharraf on Monday announced that he is waiting for a secure time to return homeland and expects justice from the judiciary.Speaking to media after a telephonic address to party members, Musharraf guaranteed a return to Pakistan if the next regime would offer a promising and secure environment.Taking jibe against Pakistan Muslim League-Nawaz (PML-N) quaid, he said Nawaz Sharif constantly contends about respecting public's votes, but he, himself, doesn't respect nation's votes and is digging himself a grave.He added that he will reside in whichever city that would provide him with the most support.He said he will analyse as per local leadership regarding when and where to show his support during the upcoming elections 2018.

ISLAMABAD: Deposed prime minister Nawaz Sharif said on Monday that PML-N would continue its ‘respect to vote’ campaign and he will not surrender before the dark forces.Addressing party lawmakers alongside Pakistan Muslim League-N (PML-N) President and Punjab Chief Minister Shehbaz Sharif, Nawaz said if the party legislators will support him they will definitely win.Nawaz said PML-N believes in serving the masses and if its agenda of development was given ten to twenty years’ time, destiny of Pakistan would be changed.Castigating Pakistan Tehreek-e-Insaf (PTI) chairman, Nawaz said, Imran Khan should stop his duplicity and spreading lies as this was not the method to make a new Pakistan.He asked Imran what his party has done for public welfare in Khyber Pakhtunkhwa (KP), where the PTI is in power for past five years.Talking about the Pakistan Peoples’ Party (PPP), he asked why the PPP did not initiate the Karachi Operation in 2013 on its own. The military and civilian leaders of the country inaugurated new markets, bus terminals and the Ghulam Khan National Logistics Cell (NLC) terminal. Governor Iqbal Zafar Jhagra and Corps Commander Peshawar were also present during the trip.

“Miramshah is the gateway to Central Asia,” said the prime minister while addressing a gathering of tribal elders. “People of FATA should have access to the same facilities as enjoyed by people of Lahore and other Pakistanis.”
“Government and all political parties are serious in bringing FATA into the national mainstream,” PM Abbasi reiterated. “Work for bringing FATA into the national mainstream is seeing rapid development.”

The elders of the Utmanzai tribe demanded fulfilment of promises made to the affectees of Operation Zarb-e-Azb. “The government should give reasonable compensation to the affected traders, shopkeepers and house owners,” the tribal leaders maintained.

In January, PM Abbasi and COAS visited the Special Service Group (SSG) Headquarters at Cherat, an ISPR press release stated.

Upon arrival, PM laid a floral wreath at the martyr’s monument. He was briefed about the SSG, their capabilities and performance. The Army special forces also demonstrated their skills and operational capabilities.

While addressing SSG officers, the prime minister wholeheartedly appreciated their performance contributions during the ongoing effort against terrorism.

Sindh Food Authority to launch food inspection drive

KARACHI: The Sindh Food Authority (SFA) has now kick started as a regulatory body to instigate a massive foods quality-check drive around the city. The Sindh government on Monday approved the launch of a food inspection drive which will examine quality processes of every existing food place running in the metropolitan.The food inspection drive has instigated with its first check on five, seven-star hotels, restaurants and hospital canteens.According to the Food Authority, all five star hotels, big or small restaurants, bakeries, sweets sellers and other eateries will be provided a license once they pass the inspection, which will be mandatory for any eatery to continue business.SFA officials and staff will launch quality analysis into preparation and selling measures in mineral water companies, raw food manufacturers, vegetable bakeries, departmental stores, hoteliers, restaurants, including the platforms of vegetable farming.Director Operation Sindh Food Authority Abrar Sheikh said it is obligatory for every food platform to maintain hygiene and carry out clean measures for preparation and storation of food.Chairman All Restaurant Association Shaukat Ali Suleman said a restaurant management has also been formed to improve the quality of food provision.It is pertinent to mention here that the idea for the formation of SFA was proposed on April 1. It was decided upon salient rules and regulations. The scrutiny was decided to be headed by Authority Board of Governors, secretaries of different departments, a three-member Assembly, as well as authorized food enthusiasts and consumer representatives. The team will be formed to carry out the food examination as per the decided rules and regulations.The authority will base its analysis on a total of 523 concerns, which will adjust the inspection accordingly with the nature of the eatery to declare its liability.Every chef and commercial cook will have to acquire a medical certificate, the authority decided.

ISLAMABAD: Following the tradition of assisting national organizations and the instructions of its senior leadership, PAF has lent a hand to Civil Aviation Authority for smooth and safe conduct of operations at the newly constructed Islamabad International Airport.In coordination with and on request of CAA, a C-130 flight with passengers and luggage landed at the newly constructed runway of the airport on Friday to assess instrument landing pattern and the quality of the landing strip.Earlier, various PAF aircrafts including light weight Super Mushshak trainer to PAF Hercules Transport aircraft had also landed at the runway, paving its way for the successful landing of the first PIA mock flight at the airport.To de-conflict the air traffic, PAF in consultation with CAA air traffic controllers has readjusted its flying training areas and routes for smooth approach paths of New Islamabad International Airport. Moreover, PAF has also established a state of the art Air Traffic Control Squadron, manned by qualified controllers to ensure the smooth air traffic flow round the clock at the new airport. Acting Director General Civil Aviation Authority, Air Vice Marshal Usaid-ur-Rehman Usmani has acknowledged the vigorous support of PAF in running the new airport and hoped that this mega project will usher in a new era of prosperity of country.

Pakistan kabaddi team had to use five Canadian nationals of Indian origin in its side at the recently held World Kabaddi Cup in Australia due to a lack of options.

The national team was extremely short-handed Down Under as only five of its players and a coach were granted Australian visas; more than half their side were refused visas due to incomplete paperwork.

But instead of pulling out of the tour, the Pakistan Kabaddi Federation still sent the team to Australia with the knowledge that it did not even have half the squad needed to compete.

To make up for its lack of options, the team ended up drafting in five Indian-origin players into their squad; two of those drafted were Amar Singh and Teja both of whom have represented India in the past.
Gurdeep Singh, another non-Pakistani, later told the media that he had filled in as Pakistan's team manager.

Despite foreign help, the team ended up disappointing in the one-day tournament, failing to even make the semi-finals as Australia went all the way and clinched the title.

Following the killing of two men belonging to the Hazara community in Quetta, yet another protest was held by Law Minister Agha Raza outside the Balochistan Assembly.

Two Hazara tribesmen, sitting inside their electronic shop, were gunned down by unidentified terrorists near Jamaluddin Afghani Road on Saturday.

The incident sparked anger among the community being targeted by the sectarian groups for over a decade with demonstrations across the provincial capital.
Where one protest is being staged outside the assembly, another is being held at the Quetta Press Club while a number of community members have also blocked the western bypass.

On Saturday, the Hazara Democratic Party (HDP) had blocked the Bacha Khan road to protest against the government and law enforcement agencies.

Meanwhile, civil rights activist Advocate Jalila Haider along with other Hazara community members set a hunger strike camp outside the press club.

The protesters were demanding full implementation of the National Action Plan (NAP) to bust terrorist networks active in Balochistan. “We will not end our fasting till the visit of Chief of Army Staff General Qamar Javed Bajwa,” the advocate demanded.

The protesters, spread across the city, are demanding arrest of terrorists behind the attacks.

He also questioned what developments are evident in the hospitals operating in Khyber Pakhtunkhwa.He remarked that those eleven points did not declare anything innovative and were based on old talks.“Imran was speaking as if he was not in the country during the past seven years; he had authority over KP for the recent five years. He should have brought on screen the developments he brought to hospitals and schools in KP during his tenure, but he had nothing to demonstrate,” Talal added. He said Khan has instigated a secretive deal of garnering votes for Pakistan People’s Party (PPP) expecting that both the parties’ leaders can win the seat of either the president or the prime minister, he added, the elections would not end up as we witnessed during the Senate trickery.“The elections for the president or the prime minister would be unlikely of the Senate episode. These elections will be walking through the polling stations”. He lashed out that if Imran Khan has failed it doesn’t mean that Pakistan should be dragged to failure too. He said the elections will be carried out as per the decided schedule.The PML-N leader added that the party’s quaid Nawaz Sharif is only facing consequences for speaking up for the honour of public’s mandate, for speaking to change the 70 years old state, for speaking firmly.He said we [PML-N] never spoke of revolution, never declared ourselves ‘Momin’, but those who did, view their group photos from 2011 to 2018 and you wouldn’t guess whether it is a PTI rally or of PML-N. “Imran Khan has gathered such ‘lotay’ [members] which are never of a benefit to any area’s mosque,” he added.

Pakistan Tehreek-e-Insaf (PTI) leader Fawad Chaudhry on Monday said former prime minister Nawaz Sharif has accepted defeat before even contesting the upcoming general elections.

“Nawaz Sharif has accepted defeat before even going to war,” Chaudhry said while addressing the media in Islamabad.

The PTI leader’s comments came in response to the former premier’s press conference earlier today.

Addressing reporters outside the accountability court, Nawaz said he would have taken the country to new heights vis-à-vis development and progress had he not been ousted from office.

Regarding PTI’s rally at Lahore’s Minar-e-Pakistan on Sunday, Nawaz had said, "Imran's rally was in Lahore, but the crowd was from Peshawar and the agenda was someone else’s."

Responding to Nawaz's claims, Chaudhry said, “The highest attendance at the rally was from central Punjab.”

 “Imran’s 11 points are the wishes of every Pakistani," the PTI leader added.

Separately while addressing Pakistan Muslim League-N (PML-N) lawmakers, Nawaz also turned his guns towards the Pakistan Peoples Party (PPP) and asked why the party did not initiate the Karachi Operation in 2013 on its own.

Chaudhry responded to Nawaz's statement saying, “I am shocked to hear Nawaz take credit for the Karachi operation.”

“The Karachi operation was a decision of the armed forces,” he upheld.

The PTI leader further alleged that PML-N’s claims of generating an additional 10,000 megawatts of electricity are ‘false’.

Former interior minister and disgruntled leader of ruling Pakistan Muslim League-Nawaz (PML-N) Chaudhry Nisar on Monday announced to contest upcoming general elections from three constituencies.

The former minister said that he will contest elections from one National Assembly and two Provincial Assembly seats.

The disgruntled PML-N leader said that he will contest from National Assembly seat NA-59 and Provincial Assembly seats PP0-10 and PP-14.

Ch Nisar further said that he will take the decision to contest election from NA-63 after consultations with the local party leaders.

Previously, the former interior minister and former close confident of the elder Sharif said that he had been handling matters developing over the past few months silently and had decided to stay away from the new cabinet led by Prime Minister Shahid Khaqan Abbasi.

Nisar has been quietly working on a plan to contest upcoming elections as an independent candidate. He also shared a survey conducted in his native constituency with his close friends, which suggested that at least 70 percent of the area voters wanted Nisar to contest the next elections as an independent candidate.

The ruling party had also tried to locate some candidates in Ch Nisar’s constituency but failed to find a suitable and strong candidate capable to defeat Nisar.

The Pakistan Stock Exchange (PSX) opened the week flat with the benchmark KSE-100 index losing 54 points to close at 45,489 points.

The index opened higher, climbing around 280 points within the first few minutes to hit the day's high of 45,842, but could not keep the momentum going.

In all, 249 million shares worth Rs8.6 billion were traded at the exchange. Of the 372 traded scrips, 137 advanced, 219 declined and 16 remained unchanged.

Addressing party lawmakers alongside Pakistan Muslim League-N (PML-N) President and Punjab Chief Minister Shehbaz Sharif, Nawaz said, “if you all are with me we will definitely win.”

Nawaz’s daughter Maryam and Shehbaz’s son MNA Hamza Shehbaz were also in attendance along with other party leaders.

Criticising the Pakistan Tehreek-e-Insaf (PTI) chairperson, Nawaz said, “Imran Khan, stop with your duplicity and spreading lies. This not how a new Pakistan will be made.”

He asked Imran what his party has done for public welfare in Khyber Pakhtunkhwa (KP), where the PTI is in power.

Turning his guns towards the Pakistan Peoples Party (PPP), he asked why the PPP did not initiate the Karachi Operation in 2013 on its own.

“Karachi has turned into a pile of garbage,” he claimed.

Referring to PPP supremo and former president Asif Ali Zardari, Nawaz said, “Zardari sahib, there are allegations against you of taking the country into the dark ages”.

The three-time premier then challenged his opponents in KP and Sindh to compare their provinces to Punjab, where the PML-N is in power.

Shehbaz also addressed the event later.

Earlier today, speaking outside the accountability court conducting corruption proceedings against him, Nawaz lashed out at Imran and the PTI.

A traffic policeman has received considerable accolade after a video showing him risking his life to remove the carcass of a cat in Karachi, went viral on social media.As per reports by Geo News, the traffic warden identified as Waqar Ali was on duty at the signal-free Shahra-e-Faisal when he decided to put his life in danger to move a cat that had been killed by a speeding car on the signal-free road.Footage of him moving unfazed through the rapidly moving traffic to remove the dead animal was posted on social media by a bystander, which was received positively by people all around.After the video went viral, Sindh Inspector General AD Khawaja had announced to reward Waqar with a cash prize of Rs100,000.He had also been rewarded Rs20,000 by the Sukkur DIG and Rs5,000 by DIG Traffic.

Interpol, the International Criminal Police Organisation has dismissed Islamabad’s ‘attempts’ to issue arrest warrants against Pakistan’s former ambassador to the United States, Husain Haqqani, however FIA has lodged case against him over grafting charges.

“The General Secretariat of the International Criminal Police Organisation, Interpol, hereby certifies that as of today [April 18, 2018], Husain Haqqani is not subject to an Interpol Blue Notice or diffusion and is not known in Interpol’s data basis,” a letter reads which was released by Interpol’s office of legal affairs.

The certificate was issued on the request of Haqqani’s lawyer amid newspaper reports in Pakistan that DG Federal Bureau of Investigation (FIA) went to Interpol headquarters in Lyon to seek warrants for his arrest.

On the top court’s insistence that Haqqani be brought back to Pakistan, the FIA registered a case against him for embezzlement and other crimes, hoping it would get Interpol to accept its request.It may be recalled that on March 28, Chief Justice of Pakistan Justice Saqib Nisar directed the secretaries of the foreign and interior ministries to appear before the apex court in the Memogate case.

The scandal erupted in 2011, when Pakistani-American businessman Mansoor Ijaz claimed to have received an ‘anti-army’ memo from Husain Haqqani, the then-Pakistan envoy in Washington DC for US joint chiefs chairman Admiral Mike Mullen.As a three-member Supreme Court bench resumed hearing the case, the chief justice inquired into the whereabouts of Haqqani and the Federal Investigation Agency (FIA) head.

The chief justice remarked that a person has run away after giving a statement, adding that this has now become a matter of the court and country’s honour.

During the hearing, CJ Nisar summoned Additional Attorney General Rana Waqar to ask when the government will arrest and bring back Haqqani from the US.

However, the bench shared its dissatisfaction over the inefficiency of the government to bring Haqqani back to Pakistan and said that they will reach out to Interpol if progress isn’t observed.

On February 15, the apex court issued arrest warrant for Former Pakistan Ambassador to United States Hussain Huqqani in Memogate scandal case.The DG FIA said that they had issued red warrant of Haqqani in order to bring back the culprit.

Earlier, the court, while hearing the Memogate case on Thursday, asked what measures the government had taken to bring back Husain Haqqani.

The SC was however assured by the additional attorney general (AAG) that all efforts will be made to bring back him to Pakistan.

 

The Memogate scandal erupted in 2011 when Pakistani-American businessman Mansoor Ijaz claimed to have received an ‘anti-army’ memo from Husain Haqqani, the then-Pakistan envoy in Washington DC, for US joint chiefs chairman Admiral Mike Mullen.

As the Supreme Court began hearing the Memogate case, Chief Justice of Pakistan Justice Saqib Nisar summoned the secretaries of the interior and foreign ministers, as well as the Federal Investigation Agency director general to appear in court immediately.

 

When the senior officials appeared in court, the chief justice directed them to furnish a report on Haqqani’s return in one week.

The additional attorney general assured the court that all efforts will be made to ensure Haqqani is brought back, adding that Haqqani hurls abuses at Pakistan.

Barrister Zafarullah, one of the petitioners in the case, informed the three-member bench that Haqqani had already said that he “would not return on the orders of Baba Rehmatay [wise man]” a term the chief justice had himself used recently to refer to the Supreme Court.

The AAG and the petitioner also alleged that Haqqani frequently abuses the courts of the country.The CJP responded that he would not react to the remarks made by the former ambassador, but the Memogate matter concerned the country’s honour and would be pursued diligently.

At the AAG’s assurance that he would inform the court of measures taken by the relevant departments towards ensuring the court’s orders are followed, the hearing was adjourned for one week.

During the hearing, the court inquired from the registrar why the hearing of the case was not held after 2013.

Moreover, during the hearing, the recent statement of Haqqani terming the Memogate proceedings a ‘political stunt’ was read out.The hearing was then adjourned for a week.

Earlier, during the hearing, Chief Justice Nisar inquired from senior advocate Akram Sheikh what he is doing in the courtroom, to which Sheikh responded that he is representing Ijaz, the only witness in the case. However, the chief justice remarked that they are not taking up Ijaz’s role in the case at the moment.

The chief justice also observed during the hearing that they first want to understand the issue.

The bench also includes Justices Ijazul Ahsan and Umar Ata Bandial.On January 29, while hearing a case related to voting rights of overseas Pakistanis, Chief Justice Nisar had summoned details of the Memogate case.

In a statement reported on Feb 5, Haqqani said there were four chief justices after chief justice Iftikhar Chaudhry but none touched the case, adding that six years ago a nine-member bench had heard the case and wondered why just a three-member bench is taking it up now.

“It has been six years since I submitted a review petition to correct legal mistakes in the case. Will the court hear this case too?” he wondered.Moreover, in a likely reference to Chief Justice Nisar, Haqqani claimed he will not come to Pakistan on “Baba Rehamtay’s” direction, as his orders do not extend beyond Pakistan.

The memo sent by Haqqani in 2011 allegedly mentioned a possible army coup in Pakistan following the US raid in Abbottabad to kill Osama bin Laden.

It sought assistance from the US for the then-Pakistan Peoples Party (PPP) government for ‘reigning in the military and intelligence agencies’.

A judicial commission tasked to probe the case had concluded that the memo was authentic and authored by the former envoy.The commission said the purpose of the memo was to convince American officials that Pakistan’s civilian government was ‘pro-US’.

The scandal, taken to the Supreme Court by then opposition leader Nawaz Sharif and several others, had led to Haqqani’s resignation and subsequent exit from the country as the hearing was under way.

Indian troops in their fresh act of state terrorism martyred three more youth including a teenager in Pulwama district, today.

The troops associated with 55 Rashtriya Rifles of Indian army and Central Reserve Police Force killed the youth during a cordon and search operation and firing on protesters in Drabgam area of the district. As many as 50 youth were injured in the firing of bullets, pellets and teargas shells by the troops. The authorities pressed helicopters in service during the operation. The teenager Shahid Ashraf Dar was killed in firing on protesters while Sameer and Aaqib Mushtaq were martyred after the troops destroyed a house in mortar shelling in Drabgam. The killings led to massive clashes followed by shutdown in the district.

The authorities snapped Internet and train services in South Kashmir soon after the killings. Earlier, two army men including a Major were injured in an attack in the same area of Pulwama district.

The Joint Resistance Leadership comprising Syed Ali Gilani, Mirwaiz Umar Farooq and Muhammad Yasin Malik while strongly condemning the killings and injuries to dozens of innocent youth by the Indian troops called for a complete shutdown, tomorrow, across the territory.

Hurriyat leaders Shabbir Ahmad Dar, Mukhtar Ahmad Waza, Zafar Akbar Butt and High Court Bar Association in their separate statements called for resolution of the Kashmir dispute through implementation of the UN resolutions. The Bar Association condemned the manhandling of Jammu and Kashmir Liberation Front Chairman, Muhammad Yasin Malik, by Indian police at Khanyar in Srinagar.

Meanwhile, representatives of various civil society groups, journalist bodies and social organizations through a resolution passed at a seminar in Jammu called for speedy trial of the culprits involved in the rape and murder of Kathua minor girl. The event was organized by Jammu and Kashmir United Peace Movement. Among those who addressed the seminar included Mohammad Sharief Sartaj, Mohammad Rashid Qureshi, S Narinder Singh Khalsa, Deepika Singh and Talib Hussain Advocate.

On the other hand, Indian government has decided to deploy Black Cat commandos of the National Security Guard to help Indian army and paramilitary forces in crushing the freedom movement in the occupied territory. Eight journalists were among 29 people killed in a suicide attack in Kabul Monday, including a famed photographer who had written of the dangers of reporting in the Afghan capital.

The journalists died when a bomber disguised as a TV cameraman detonated a second bomb at the site of an earlier explosion. Both attacks were claimed by Islamic State.

The first blast happened at around at 8 a.m. local time in the Shashdarak area of the city, where the US embassy and Afghan government buildings are located, prompting journalists to rush to the scene.

The second explosion came as the attacker, posing as a cameraman, detonated explosives as journalists huddled around the scene, Kabul City Police spokesman Hashmat Stanikzai told CNN.

In a statement issued via the social media app Telegram, ISIS said a "martyrdom brother" blew his explosive vest up among a group of "apostates" and killed and wounded a number of them.

The group named the bomber as Qaqaa al-Kurdi and the second attacker as Khalil al-Qurshi. ISIS did not provide any evidence for the claim.

Eight journalists, including at least one woman, died in the blasts, according to Najib Sharifi, director of the Afghan Journalists Safety Committee.

In a tweet Monday, the Global News Director, Michele Leridon, honored Marai for his "extraordinary strength, courage and generosity" and praised his "consummate

professionalism" and "sensitivity" during his 15 years covering the Afghan conflict for AFP.

AFP said the death of its "treasured colleague" Shah Marai in Monday's twin blast in Kabul was "a devastating blow".

A further 45 people were injured in the two incidents, and have been taken to city hospitals, according to Ministry of Public Health spokesman Wahid Majroh.

A few hours after the strikes in Kabul, an attack in Kandahar Province killed 11 students at a local religious school. The suicide bomber had targeted a convoy of Romanian soldiers. Five of them were injured in the blast.

No group has yet claimed responsibility.

Afghanistan has witnessed a spate of attacks in recent weeks. Days ago at least six people were killed, including two Afghan soldiers, when a car bomb exploded in Afghanistan's southern Helmand province.

On April 22, a suicide blast killed 57 people -- including at least five children -- and wounded over 100 more at a voter registration center. That attack was preceded by a car bombing in southern Afghanistan in which at least 13 people were killed and 35 others injured.

The incident took place outside a sports stadium in Lashkar Gah, the capital of Helmand province. A wrestling match was taking place inside the stadium at the time of the attack.

The uptick in violence comes despite reports around six weeks ago that suggested some factions of the Taliban had expressed interested in pursuing peace talks with the Afghan government.

Those reports came on the heels of an Afghan government announcement in February that it would be willing to recognize the Taliban as a legitimate political party as part of a potential ceasefire agreement with the Islamist militant group.

British Prime Minister Theresa May has moved swiftly to shore up her government in the wake of the sudden resignation of a senior minister over an immigration scandal late on Sunday night.

May appointed Sajid Javid, a second-generation migrant whose parents came to Britain from Pakistan, as Home Secretary on Monday morning, plugging a hole left when predecessor Amber Rudd fell victim to a growing controversy over the treatment of the so-called Windrush generation of immigrants.

Javid is the first member of an ethnic minority to hold the position, one of the most senior in the British government. He had spoken out forcefully on plight of people from former British colonies who arrived legally in Britain in the 1950s and 60s, but who had struggled to prove their status amid a wider crackdown on illegal immigration.

They became known as the Windrush generation after the name of the ship that brought an early group of Caribbean migrants to Britain in 1948.

It is a significant promotion for Javid, who was previously the Secretary of State for Communities, Local Government and Housing. He voted Remain in the 2016 referendum on British membership of the European Union, and his appointment -- announced by Prime Minister Theresa May in a tweet Monday morning -- maintains the delicate and often uneasy balance between "remainers" and "Brexiters" in the government.

Former Home Secretary Rudd quit the top Cabinet post after admitting she "inadvertently misled" government over targets for the deportation of illegal immigrants.

Rudd had claimed to a parliamentary committee that her department did not impose targets, but the Guardian reported on Sunday that in a private letter to May in 2017, she had informed the Prime Minister that she intended to boost deportations by 10%.

Her position on deportations came against the backdrop of her departments' handling of the "Windrush generation," men and women from the Caribbean who arrived legally in Britain in the 1950s and 60s, but who have struggled to prove their status amid the crackdown on illegal immigration.

Rudd was the fourth high-ranking minister to resign from Prime Minister May's Conservative government in the past six months.

In an interview with British newspaper The Sunday Telegraph at the weekend, Javid voiced his concern over the scandal, saying one of his first thoughts was, "It could have been me."

"I'm a second-generation migrant. My parents came to this country from Pakistan, just like the Windrush generation," he said, adding that his father worked in a cotton mill and as a bus driver.

"When I heard about the Windrush issue I thought, 'That could be my mum ... it could be my dad ... it could be my uncle ... it could be me.'"

Javid's appointment comes at a delicate time for the embattled Prime Minister, struggling on multiple fronts negotiating Britain's exit from the EU.

Writing in the Telegraph in 2016, Javid said he was a "Eurosceptic and proud of it." But at the same time, ultimately believed "that Britain is better off in (the EU)."

Before entering politics, Javid was managing director at Deutsche Bank, and has previously said staying in the European single market -- the tariff-free common trading area -- was a big factor in his decision to vote remain. He was Business Secretary in the previous government of David Cameron.

Zardari explained that Nawaz took advantage of the statement and tried to set the record straight with former army chief General Raheel Sharif.

Nawaz also ordered organisations such as National Accountability Bureau among others to take action in Sindh, Zardari claimed.

KARACHI: Pattern of Pakistan Rangers Sindh uinform has been changed days after the paramilitary force authorized new uniform change.The paramilitary troops are wearing new unifrom from today.on April 15,  the Rangers had said in statement that the pattern of uniform was being changed for all ranks deployed in Sindh province and its capital Karachi.The statement also carried samples of old and new uniforms in order to enable the people to identify the personnel of Sindh Rangers. The Rangers have been carrying out an operation against criminal elements in Karachi in collaboration with Sindh police since 2013.During their campaign, the police and the paramilitary forces have established peace in Karachi, home to 20 million people and commercial hub of the nuclear armed nation .

In initial small steps toward reconciliation, South Korea said on Monday it would remove loudspeakers that blared propaganda across the border, while North Korea said it would shift its clocks to align with its southern neighbor.

The moves come after Friday’s historic summit at which South Korean President Moon Jae-in and the North’s leader Kim Jong Un agreed to end hostilities and work toward ‘complete denuclearization’ of the Korean peninsula.

South Korea turned off the loudspeakers that broadcast a mixture of news, Korean pop songs and criticism of the North Korean regime as a goodwill gesture ahead of the summit. It will begin removing the speakers on Tuesday.

“We see this as the easiest first step to build military trust,” South Korean defense ministry spokesperson Choi Hyun-soo said. “We are expecting the North’s implementation.”

The feel-good summit has boosted South Koreans’ trust in North Korea, a poll Monday showed, even though the meeting’s final declaration leaves many questions unanswered, particularly what ‘denuclearization’ means or how that will be achieved.

Any deal with the United States will require that North Korea demonstrate ‘irreversible’ steps to shutting down its nuclear weapons program, U.S. Secretary of State Mike Pompeo said on Sunday.

A flurry of diplomacy is unfolding in the lead-up to that meeting, with China saying it will send the government’s top diplomat, Wang Yi, to visit North Korea on Wednesday and Thursday this week. China is the North’s main ally.

And over the weekend, South Korea’s spy chief visited Tokyo to brief Prime Minister Shinzo Abe.

Friday’s summit, where Kim and Moon were seen on live TV smiling and even hugging, gave many South Koreans their first extended chance to see Kim in person, and many were struck by a self-deprecating and witty side they had never seen.

A survey taken on Friday by Realmeter showing 64.7 per cent believe the North will denuclearize and keep peace on the Korean peninsula. When asked if they trusted North Korea before the summit, only 14.7 per cent said they did. Some 28.3 per cent said they still do not trust Pyongyang. The results were released on Monday.

President Moon, meanwhile, has seen his approval rating rise to 70 percent, its highest since mid-January, the research agency said.

Kim also told Moon during the summit he would soon invite experts and journalists from the United States and South Korea when the country dismantles its Punggye-ri nuclear testing site, the Blue House said on Sunday.

North Korea has conducted all six of its nuclear tests at the site, a series of tunnels dug into the mountains in the northeastern part of the country. Some experts and researchers have speculated that the most recent and by far largest blast in September had rendered the entire site unusable.

But Kim said there were two additional, larger tunnels that remain “in very good condition” beyond the existing one, which experts believe may have collapsed.

Fulfilling another pledge made at Friday’s summit in the border village of Panmunjom, North Korea will shift its time zone 30 minutes earlier to align with South Korea starting May 5, state media reported on Monday.

The KCNA dispatch said the decision came after Kim found it “a painful wrench” to see two clocks showing different Pyongyang and Seoul times on a wall at the summit venue.

The northern time zone was created in 2015 to mark the 70th anniversary of Korea’s liberation from Japanese rule after World War Two.

South Korea and Japan are in the same time zone, nine hours ahead of Greenwich Mean Time.

“It is not an abstract meaning that the north and the south become one, but it is just a process in which the north and the south turn their different and separated things into the same and single ones,” Kim said, according to the report.

The attack comes as Syrian state television broadcast footage of work to clear roads into part of a pocket in south Damascus where fighting had raged, to allow some rebels there to withdraw in a surrender deal, it said.

Late on Sunday, the Syrian army said missiles had struck bases in northern Syria, describing it as a ‘new aggression’ by its enemies. A war monitor said the strikes had targeted a rocket cache and killed Iranians and Iraqi fighters.

Israel’s military, which has previously used air strikes in Syria to target a growing Iranian presence there, said it did not comment on such reports and had no information on the attack.

The Syrian army’s assault on the pocket between Homs and Hama the most populous remaining besieged area in Syria included both air strikes and artillery, said the Syrian Observatory for Human Rights, the war monitor.

Reinforcements had arrived in government-held areas before the bombardment, which targeted Rastan, the biggest town in the pocket, and several nearby villages, the Observatory said.

The pocket in southern Damascus is split between areas held by Islamic State and rebel groups. It has been the focus of a massive bombardment and intense fighting since the Syrian army recaptured eastern Ghouta earlier this month.

Late on Sunday, state media reported that one of the rebel groups there, the jihadist Tahrir al-Sham alliance, which includes Syria’s former al-Qaeda affiliate, had agreed to withdraw to opposition-held Idlib province in northern Syria.

Footage on state television on Monday showed what it said was preparations for that withdrawal, along with the departure of buses in northern Syria to evacuate civilians from two government-held villages besieged by insurgents.

Pompeo talks tough on Iran in first trip to Mideast allies
US Secretary of State Mike Pompeo lashed out at Iran during a rapid tour of Middle East allies on Sunday ahead of a crucial White House decision on whether to quit the nuclear deal with Tehran.

After setting off on his first diplomatic trip only hours after being sworn in, Pompeo met with Saudi and Israeli leaders, two countries with especially close strategic bonds with the United States.

Both also have a common enemy in Iran, and Israeli Prime Minister Benjamin Netanyahu has repeatedly called for the nuclear deal to either be altered or scrapped, though most world powers see it as key to preventing Tehran from obtaining atomic weapons.

“Iran’s ambition to dominate the Middle East remains,” Pompeo said while standing next to Netanyahu after their two-hour meeting in Tel Aviv.

He reiterated that US President Donald Trump will withdraw from the nuclear deal with Iran “if we can’t fix it”.

Netanyahu said “Iran is trying to gobble up one country after the other.”

“Iran must be stopped,” the premier said. “Its quest for nuclear bombs must be stopped. Its aggression must be stopped.”

Both Netanyahu and Saudi leaders appeared delighted that Pompeo, like Trump, included their countries on his first foreign trip since taking office.

The former CIA chief and congressman showed similar affection, saying when meeting Netanyahu that he and his country were an “incredibly important partner, occupy a special place in my heart too.”

Pompeo met earlier in the day with Saudi King Salman in Riyadh, after dinner on Saturday with Crown Prince Mohammed bin Salman.

He later flew to Jordan, after wrapping up a weekend of talks with some of Iran’s most fervent foes in the region.

Pompeo accused Iran of destabilising the Middle East, including through its support for Syria’s President Bashar al-Assad and for Shiite rebels in Yemen.

“(Iran) supports proxy militias and terrorist groups.

It is an arms dealer to the Huthi rebels in Yemen and Iran conducts cyber-hacking campaigns.

And it supports the murderous Assad regime,” he said at a joint press conference with Saudi Foreign Minister Adel al-Jubeir.

“Unlike the prior administration we will not neglect the vast scope of Iran’s terrorism.”

Iran’s President Hassan Rouhani said the nuclear deal was “not negotiable”.

“The nuclear deal or any other subject under its pretext is not negotiable in any way,” he told his French counterpart Emmanuel Macron in a phone call, quoted by the presidency website.

“Iran will not accept any restrictions beyond its commitments.”

Macron told Rouhani that he “hopes the deal will be preserved and that discussions can begin on three indispensable, additional issues”, according to the French presidency.

These were for the control of Iran’s nuclear activities after the deal expires in 2025, as well as its missile programme and the major regional crises, it said, adding the immediate focus should be on war-torn Syria and Yemen.

Trump is due to decide on May 12 whether to reimpose sanctions on Tehran, putting in peril a landmark 2015 nuclear accord.

Britain, France and Germany all remain committed to the deal, saying it is the best way to keep Tehran from getting the bomb.

But Trump and America’s Middle East allies argue the deal, approved by Trump’s predecessor Barack Obama, was too weak and needs to be replaced with a more permanent arrangement and supplemented by controls on Iran’s missile programme.

Jubeir said Riyadh supports “efforts aimed at improving the nuclear deal” and called for further sanctions against Iran for its “violations of international decisions on ballistic missiles, its support for terrorism and its interference in the affairs of countries in the region.”

Pompeo said the nuclear deal “in its current form” does not do enough to make sure Iran never possesses atomic weapons.

Macron and Chancellor Angela Merkel of Germany left Washington last week after talks with Trump which failed to secure any promise to keep the deal alive.

In Washington, National Security Advisor John Bolton also said on Sunday that Trump was still considering his options.

“He has made no decision on the nuclear deal, whether to stay in or get out,” Bolton told Fox News.

Absent from Pompeo’s agenda were any meetings with the Palestinian leadership, which is boycotting the White House over its decision to move its embassy in Israel from Tel Aviv to Jerusalem, expected to occur on May 14.

Pompeo said in Tel Aviv that “we are incredibly proud” of the decision.

Senior Palestinian official Ahmed Majdalani told AFP the policy of boycotting Trump’s administration would continue.

Pompeo made mention after meeting Netanyahu of the White House wanting a “lasting and comprehensive peace” between Israel and the Palestinians, but other issues took centre stage.

Speaking to reporters on the flight to Tel Aviv, Pompeo said he discussed calls from Trump for Saudi Arabia and other Middle East allies to contribute more to regional stability, including in Syria where the United States has more than 2,000 troops.

He also said he was ‘hopeful’ of an end to the Gulf crisis that has seen Saudi Arabia and regional allies impose a diplomatic and trade embargo on fellow US ally Qatar.

Pompeo will conclude his first diplomatic trip on Monday after talks with senior Jordanian officials, then fly back to Washington to move into his office in the State Department.

The project is part of a sweeping reform and investment programme dubbed "Vision 2030", the brainchild of Crown Prince Mohammed bin Salman, who also attended the launch ceremony at the site on Saturday evening.

Authorities have touted the 334-square kilometre (130 square mile) project in Qiddiya, southwest of the capital, as the kingdom’s answer to Disneyland.

Its first phase, which includes high-end theme parks, motor sport facilities and a safari area, is expected to be completed in 2022, officials say.

They hope the park will draw in foreign investment and attract 17 million visitors by 2030.

The kingdom this month hosted its first public film screening in over 35 years, having lifted a decades-long ban on cinemas last year.

In February, Saudi Arabia’s General Entertainment Authority said it would stage more than 5,000 festivals and concerts in 2018, double last year’s figure, and pump $64 billion (53 billion euros) into the sector in the coming decade.

Saudis currently splurge billions of dollars annually to see films and visit amusement parks in neighbouring tourist hubs like Dubai and Bahrain.

The kingdom has also sought to court investors with three hi-tech "giga projects", funded in part by its sovereign wealth fund.

Aside from Qiddiya, the kingdom has unveiled blueprints for NEOM - billed as a regional Silicon Valley to be built from scratch - and a reef-fringed resort destination on the Red Sea.

Skeptics have questioned the viability of the projects, worth hundreds of billions of dollars, in an era of cheap oil.

The government has announced a 20-year tax holiday and exemption from all duties and taxes for investors that will set up deep-conversion oil refineries, which will specifically facilitate consumers of central Punjab near Lahore.

Though the incentives have been offered to all investors, Pak-Arab Refinery Limited (Parco) and China will particularly benefit from the move.

Budget 2018-19: Historic high of Rs1.03tr allocated for PSDP

This came after Pakistan and China signed a memorandum of understanding (MoU) in the second week of April for building the South-North gas pipeline, an upcountry deep-conversion oil refinery and a crude oil pipeline.

Another MoU was inked between Pakistan State Oil and Power China for construction of the upcountry deep-conversion oil refinery and laying the crude oil pipeline.

The tax break and duty exemption were approved in a meeting of the Economic Coordination Committee (ECC) of the cabinet, chaired by Abbasi, at the Prime Minister’s Office on Friday.

In an effort to stimulate investment in the country, the ECC approved a landmark incentive package for setting up new state-of-the-art deep-conversion oil refineries anywhere in the country including the expansion of existing refineries by a minimum of 100,000 barrels per day.

The package will also be applied to the Parco coastal refinery project.

The incentive package carries a 20-year income tax holiday, exemption from all duties, taxes, surcharges and levies on imports made by sponsors of a refinery project, their contactors or any other persons. The exemption also covered all machinery, vehicles, plant and equipment, other material and spares and consumables required for setting up, operating, maintaining and repair of the refinery.

The package includes exemption from withholding tax and all other duties, taxes, surcharges, levies on imports made by foreign contractors/sub-contractors and their personnel in connection with the engineering, procurement, construction, commissioning, operation, maintenance and repair of the refinery.

2018-19: ‘Budget finalised on political terms’

Sales tax and excise duty on the supply of locally manufactured building and construction material, equipment and services for setting up the refinery will also be removed.

According to the package, new refinery projects will be given a pricing mechanism that will be no less favourable than the prevailing mechanism.

New projects will also be facilitated through related infrastructure such as the single-point mooring (SPM) facility, jetties, sub-sea/land pipelines, etc.

The package waives the applicable development surcharge on exports under the EPZA Rules 1981 in case a refinery is set up in the Export Processing Zone.

This decision is expected to facilitate the establishment of new state-of-the-art refineries in any part of Pakistan that will ensure sustained supply of petroleum products in various parts of the country at affordable prices and reduce the import bill of oil products.

There is no denying the importance of modern, efficient and reliable infrastructure for the overall economic growth and progress.

Infrastructure is the enabling factor which is essential for trade, powers businesses, connects the labour force to their jobs and protects citizens from an unpredictable environment.

Both the public and private sectors have a role to play in the provision of infrastructure. Private investment in key infrastructure projects such as telecommunication systems, energy and transport is crucial for the provision of an enabling economic environment, which would form the backbone of a healthy and progressive economy.

A recent World Bank report titled ‘Private Participation in Infrastructure 2017’ records private participation in infrastructure investment totalling $93.3 billion in 2017, an increase of 37% from the previous year.

Yet, this still remains the second lowest level of investment in the past 10 years. According to the report, the increase over 2016 was attributed to mega projects in China and Indonesia as well as a recovery in construction activity in South Asia, led by Pakistan.

As witnessed from the mega project, the China-Pakistan Economic Corridor (CPEC), China has made investments in infrastructure across many countries including Pakistan.

According to the latest World Bank PPI report 2017, 52 countries received investments from China with Indonesia, Pakistan, Mexico and Brazil accounting for 58% of the total.

An important question that arises here: How important is the efficiency of infrastructure spending? We have seen the experiences of many countries that despite huge outlays in public infrastructure such as roads, there is still evidence of massive traffic congestion.

A recent academic article published in The American Review of public administration explores the efficiency of public infrastructure spending on public highways in America and finds there is large efficiency variation among states in terms of producing quality highway infrastructure services.

Variables such as interstate competition, jurisdiction size, fiscal capacity and political and fiscal institutions are the key factors influencing efficiency performance of state highway infrastructure systems.

Construction data and Pakistan

Ultimately, monitoring of a project based on its deliverables and its efficiency analysis starts with analysing the data collected on the construction sector from various angles.

A cursory glance at important government institutions, which record activities of the sector from different angles, shows poor results. The only thing which is publicly available is its contribution to the gross domestic product (GDP) and loan disbursement to the sector.

The search reveals that the sector contributed 2.3% to GDP at market prices in FY18. Moreover, in March 2018, loans to the construction sector comprised 3.5% of overall loans to private sector businesses.

With these two pieces of information how one can analyse whether the various projects that have been inaugurated in the past five years are efficient and delivering on their promised goals?

The Planning Commission of Pakistan website has various reports on CPEC, but all of them are in the narrative form and do not contain particular details in terms of financing mechanisms, rates, etc.

Construction is a very big sector and has multifarious linkages across many other sectors. Furthermore, it is a growing industry in Pakistan and is gaining importance in its contribution to the national economy.

Now is the time to analyse and monitor it so that its role can be made optimal as well as efficient.

Perhaps government officials from various departments such as Pakistan Bureau of Statistics, Commerce Division, State Bank and Planning Commission can come together to take templates of some of the crucial data that advanced economies collect and how it is used to measure the performance of the sector.

A great resource is the Office for National Statistics, which collects data of the value of construction output both in public and private sectors; value of new orders; number, size, regional placement and employment.

There are multiple advantages to having open and public data. These benefits can be financial in terms of policymaking, resource allocation or operational management. They can also be non-financial in terms of meeting legislative or other requirements.
