Uniform curriculum policy till matriculation to be implemented from next year: Minister Fawad

Federal Minister for Science and Technology Fawad Chaudhry on Sunday said that the year 2021 would witness an implementation of uniform syllabus policy across the country till matriculation.

“We have devised a policy under one-nation, one curriculum project and its implementation upto matriculation will begin across the country from 2021,” he said while addressing a Dastar-e-Fazilat conference at Pind Dadan Khan.

He said that it was unfortunate that no attention was diverted during the past 70 years towards improving the situation of seminaries and the students there remained neglected and were not owned by the state. “Billions were earmarked for improving education standards but no money was diverted towards improving seminaries’ status.”

He said that they have prepared the uniform syllabus with the consultation and approval of the seminaries.

The federal minister further defended his views over using technology for moon sighting and said that the moon would not change its way either on his or Ruet-e-Hilal committee’s wishes.

The minister lamented the brutal killings of Muslims in India and said that during the past two days, 500 people people were killed in New Delhi violence.

“From children to aged people, no one was spared during the violence and even aged woman were slaughtered,” he said added that an extremist Hindu is currently ruling the neighbouring country.

Police arrested two suspects in Shahnaz murder case
The Naushero Feroz police have arrested two men whom they say are the killers of MPA Shahnaz Ansari.

Shahnaz Ansari, a member of the PPP, was gunned down in Darya Khan Marri village on February 15. She was attending her brother-in-law’s chehlum.

The Sindh IG has congratulated the Naushero Feroz SSP and his team for making the arrests and said that the investigation has been impartial and transparent.

He said the police is going to see the investigation through till the end.

The suspects have been identified as Waqar and Akhtar Khokhar.

Earlier on 15 Feb, Pakistan Peoples Party (PPP) leader and Member of Sindh Assembly (MPA) Shehnaz Ansari had been shot dead in Noshero Feroz over a property dispute.

According to police, the PPP leader had been shifted to NawabShah hospital in an injured condition where she had taken her last breath.

The police had said that she had been attacked over differences in a matter related to land ownership in Noshero Feroz.

The federal government has announced to close Pakistan’s border with Afghanistan amid apprehensions of outbreak of the novel coronavirus, on Sunday.

The government has issued a letter with regard to closure of the Pak-Afghan border crossing at Chaman in the first phase.

Pakistan’s border with Afghanistan will remain closed from March 02 (Monday) for seven days, according to a notification of the Ministry of Interior.

The Chaman border crossing will remain closed for seven days in the first phase, the order said. The decision has been taken in view to avoid the outbreak of novel coronavirus, the letter said.

The porous border with Afghanistan is a cause of concern for Pakistan after the new coronavirus erupted in neighbouring Iran.

 

The virus has spread to more than 25 countries, killing over 2,835 and infecting 85,000, mostly in China. But new outbreaks in Europe, the Middle East and in Asia have fanned fears of the contagion taking hold in poor nations which lack the healthcare infrastructure to cope.

The country was plunged into turmoil a week ago following the collapse of 94-year-old Mahathir’s reformist "Pact of Hope" alliance, which stormed to a historic victory in 2018 against a government mired in corruption allegations.

Mahathir -- the world’s oldest leader -- then quit and triggered a race for the premiership, which he lost to little-known Muhyiddin, who heads a coalition dominated by the country’s ethnic Malay Muslim majority.

The decision by the monarch to pick Muhyiddin on Saturday caused widespread anger that the democratically elected government was being ejected, while Mahathir insists he in fact had enough support to become leader again.

The king appoints the country’s prime minister, who must prove he has the support of the majority of MPs.

The first fatality from the novel coronavirus on US soil was confirmed on Saturday as President Donald Trump on Saturday urged Americans not to panic.

Health officials said the man who died in Washington state was one of a handful with no known links to global hot zones to have contracted the virus — indicating that the pathogen was now likely spreading in communities.

The death occurred in King County, the most populous in the state and home to Seattle, a city of more than 700,000 people, officials told AFP.

The victim was in his 50s and had "underlying health conditions," said Jeff Duchin, public health officer for Seattle and King County.

"It is a sad day in our state as we learn that a Washingtonian has died from COVID-19," Washington state Governor Jay Inslee said in a statement, sending condolences to the victim's loved ones.

Inslee declared a state of emergency over coronavirus, freeing up funding for state agencies and allowing the use of the Washington National Guard, if necessary.

Trump Statement

Speaking at a White House news conference Trump said that "additional cases in the United States are likely," but added that "healthy individuals should be able to fully recover."

"Our country is prepared for any circumstance," Trump insisted, calling on "the media and politicians and everybody else involved not to do anything to incite panic."

Trump identified the victim as "a wonderful woman," but the CDC later said it had misinformed the president in an earlier briefing.

Washington state also reported on Saturday the country's first case of coronavirus in a health care worker and the first possible outbreak in a nursing home.

This comes after the states of Oregon and California confirmed late last week the first instances of infected US patients who had not traveled overseas or come in contact with anyone known to be ill.

"While there is still much to learn about the unfolding situations in California, Oregon and Washington, preliminary information raises the level of concern about the immediate threat for COVID-19 for certain communities in the United States," the CDC said.

The United States and the Taliban have signed an agreement for the withdrawal of American troops from Afghanistan during a historic ceremony in the Qatari capital of Doha.

The agreement was signed between US Special Representative for Afghanistan Reconciliation Zalmay Khalilzad and Taliban leader Mullah Abdul Ghani Baradar.

Addressing the historic event, US Secretary of State Mike Pompeo said Washington will closely watch the Taliban compliance to the agreement to be signed between the two parties.

He said the Taliban have shown that they have the will to be peaceful during the recent ‘reduction in violence’ period.

He added that the agreement will mean nothing “if concrete actions are not taken on commitments and promises”.

Pompeo called on the Taliban to keep their promise to cut ties with Al Qaeda and keep fighting the militant Islamic State group.

Representatives from fifty countries, foreign ministers of different countries including Pakistan's Shah Mahmood Qureshi, are attending the signing ceremony of the agreement.

Pakistan, which neighbours Afghanistan, and has been a long-time ally in America's war on terror, played a critical role in bringing the two sides to the negotiation table.

Khalilzad has on multiple occasions appreciated and thanked Pakistan for its constructive role in the peace process.

More than 18 years since President George W. Bush ordered bombing in response to the September 11, 2001, attacks, the agreement will set the stage for the withdrawal of US troops, some of whom were not yet born when the World Trade Centre collapsed on that crisp, sunny morning that changed how Americans see the world.

Saturday’s ceremony also signals the potential end of a tremendous investment of blood and treasure. The US spent more than $750 billion, and on all sides the war cost tens of thousands of lives lost, permanently scarred and indelibly interrupted. Yet it’s also a conflict that is frequently ignored by US politicians and the American public.

Trump says agreement will illuminate 'a powerful path forward'
A statement from US President Trump on Friday said Secretary of State Mike Pompeo will “witness” the signing of the agreement, leaving unclear if he will personally sign it on behalf of the United States, or if he will shake hands with Taliban representatives.

US troops are to be withdrawn to 8,600 from about 13,000 in the weeks following Saturday’s signing. Further drawdowns are to depend on the Taliban meeting certain counter-terrorism conditions, compliance that will be assessed by the United States. But officials say soldiers will be coming home.

Trump, as he seeks re-election this year, is looking to make good on his campaign promise to bring troops home from the Middle East. Still, he has approached the Taliban agreement cautiously, steering clear of the crowing surrounding other major foreign policy actions, such as his talks with North Korea.

Last September, on short notice, he called off what was to be a signing ceremony with the Taliban at Camp David after a series of new Taliban attacks. But he has since been supportive of the talks led by his special envoy, Zalmay Khalilzad.

In a statement released by the White House, Trump said on Friday that if the Taliban and Afghan governments live up to the commitments in the agreement, “we will have a powerful path forward to end the war in Afghanistan and bring our troops home,”

“These commitments represent an important step to a lasting peace in a new Afghanistan, free from al-Qaida, ISIS and any other terrorist group that would seek to bring us harm,” Trump said.

Under the agreement, the Taliban promise not to let extremists use the country as a staging ground for attacking the US or its allies. But US officials are loath to trust the Taliban to fulfil their obligations.

The signing will likely be an uncomfortable appearance for Pompeo, who privately told a conference of US ambassadors at the State Department this week that he was going only because Trump had insisted on his participation, according to two people present.

Pompeo also did not mention the Afghan agreement as he touted Trump administration foreign policy achievements in a speech to a conservative group on Friday. He has expressed doubts about the prospects. Yet, he will give his imprimatur to an agreement which he also has said represents “a historic opportunity for peace” after years and pain and suffering.

“We are now on the cusp of having an opportunity which may not succeed, but an opportunity for the first time to let the Afghan peoples’ voices be heard,” he told reporters this week.

Already, some US lawmakers and veterans of the conflict have raised red flags about any agreement with the Taliban.

Rep. Liz Cheney of Wyoming led 21 Republican legislators in demanding that the administration not concede anything to the Taliban that would allow them to once again harbor those who seek to harm US citizens and interests. Cheney, the daughter of former President Bush’s vice president, Dick Cheney, urged Pompeo and Esper in a letter to reject any commitment to a full withdrawal of American troops.

Pompeo said, “We’re proud of our gains, but our generals have determined that this war is unlikely to be won militarily without tremendous additional resources. All sides are tired of fighting.”

On this, he is in rare agreement with Sen. Elizabeth Warren of Massachusetts, who said this week in a Democratic presidential debate that the government has “a sacred responsibility to” American soldiers. “That is not to use our military to solve problems that cannot be solved militarily. We are not winning in Afghanistan. We are not winning in the Middle East,” she said.

If the agreement is successful, Afghanistan, the “graveyard of empires” that has repeatedly repelled foreign invaders from imperial Britain and Russia to the Soviet Union, will have once again successfully turned away a world power from its landlocked borders.

But prospects for Afghanistan’s future are uncertain. The agreement sets the stage for peace talks involving Afghani factions, which are likely to be complicated. Under the agreement, 5,000 Taliban are to be released from Afghan-run jails, but it’s not known if the Afghan government will do that. There are also questions about whether Taliban fighters loyal to various warlords will be willing to disarm.

It’s not clear what will become of gains made in women’s rights since the toppling of the Taliban, which had repressed women and girls under a strict brand of Sharia law. Women’s rights in Afghanistan had been a top concern of both the Bush and Obama administration.

In a sign of “the international community’s commitment to Afghanistan,” a separate ceremony will be held on Saturday in the Afghan capital of Kabul, with US Defence Secretary Mark Esper and Nato Secretary-General Jens Stoltenberg, said Sediq Sediqqui, spokesman for Afghanistan’s President Ashraf Ghani.

Australian university professor Timothy Weeks, who was held captive for three years by the Taliban, is also in Qatar to witness the signing of the peace deal.

On Thursday, Weeks was met at the airport by Anas Haqqani, who was freed from an Afghan jail in exchange for Weeks release as well as American Kevin King. The two men, both professors at the American University of Afghanistan, were kidnapped in the Afghan capital in 2016. They were held by the Haqqani network.

Anas is the younger brother of Sirajuddin Haqqani, the chief of the feared Haqqani network, which is part of the Taliban.

After a couple of impressive innings in the tournament, Azam Khan seems to have lost his magic touch as he was caught out off an Imran Tahir delivery, scoring just 6 runs from an equal number of balls.

Tahir claimed his next victim, the dangerous Shane Watson, as he too, like Azam, attempted to hit him for a six but got caught. Watson scored an impressive 80 runs from 41 balls, hammering a staggering seven 4s and an equal number of sixes.

For Sultans, Bhatti was the pick of the bowlers with three wickets, with Tahir helping his team with two crucial wickets.

Earlier, Rilee Rossouw smashed the fastest century of the Pakistan Super League (PSL) as the Sultans posted a mammoth total of 200 for Quetta Gladiators to chase at the Multan Cricket Stadium.

Rossouw smashed six sixes and 10 fours as he raced towards his 44-ball century. Skipper Shan Masood who earlier won the toss and elected to bat first, chipped in with 46 off 32 before he fell victim to Mohammad Hasnain.

Coronavirus Screening: CAA installs thermal scanner at Islamabad airport

The Pakistan Civil Aviation Authority has installed a thermal scanner at the Islamabad airport to detect coronavirus in passengers.

Compared to a thermal gun, the automatic scanner can screen passengers in a shorter period of time.

The scanner can detect symptoms of flu and fever with more accuracy. Previously, passengers were being scanned manually using thermal guns which took more time.

Some of the symptoms of the coronavirus are similar to those of the flu, such as coughing and fever. Breathing difficulties and in some severe cases organ failure have also been reported.

Preventive measures include washing hands with soap and water every day, covering the mouth and nose when coughing and sneezing, thoroughly cooking meat and eggs and avoiding crowded areas and contact with those showing signs of the illness.

In Punjab, the director-general of health services has directed the authorities to visit Chinese settlements and camps to screen them for symptoms of the new virus.

Pakistan has confirmed two cases of the virus so far. Around 2,800 people have died of the virus around the world, with most casualties in China, the virus’ epicentre.

According to Levies officials, the pilgrims were cleared after they were screened by the health officials.

Meanwhile, District Health Officer Abdul Ghani said the new pilgrims which arrived last night have been shifted to Pakistan House, adding that their screening will be conducted after 48 hours.

19 dead as train slams into bus near Rohri Sukkhar

At least 19 people were killed and more than 30 others seriously injured on Friday night after a bus crossing an unmanned railway crossing was crushed by the Lahore-bound Pakistan Express train coming from Karachi.

According to initial reports, the driver of the bus, which was going to Khushab from Karachi and carrying 52 passengers, tried to cross the railway crossing near Jarawah (Begmaji), an area between Khairpur and Rohri, but failed to do so in time. The train smashed the vehicle, tearing it into three parts.

According to witnesses, the sound of the collision was so loud they thought it was a bomb blast. After the accident, screams and cries of bus passengers rent the air.

The Edhi Ambulance Service said 12 bodies, including that of the bus driver and the cleaner, were taken to Rohri Taluka Hospital and five seriously injured people were taken to Sukkur Civil Hospital.According to doctors at Rohri’s Taluka Hospital and Sukkur Civil Hospital, they immediately provided medical aid to all the injured people and then started collecting passengers’ names and other details.

“It is a huge tragedy and all administration and police officials are rushing to the area of the crash,” said the commissioner.

“It was an unmanned railway crossing,” he said, adding that the death toll might rise as the condition of most of the injured was serious.

Sukkur District Health Officer Dr Munir Mangrio confirmed that 14 bodies had been sent to the Rohri hospital, including that of five women and nine men, and other bodies had been taken to Sukkur Civil Hospital.

Ambulances of the hospital and the Edhi Welfare Centre rushed to the spot and performed rescue work. Sindh Trans­port Minis­ter Awais Qadir Shah and Sukkur mayor Arsalan Shaikh also rushed to the spot.

Pakistan Railways mobilised its heavy machinery to remove the wreckage of the ill-fated bus and train wagons. Railway officials also reached the spot to supervise rescue and restoration work.

The upcountry train track remained closed to traffic and the down track might also be affected till removal of the bus wreckage from the track.

The Pakistan Railways found the year 2019 worst in terms of the number of accidents.

In June, three people were killed when a passenger train, the Jinnah Express, hit a freight car near Hyderabad. At the time, Railways Minister Sheikh Rashid Ahmed had accepted responsibility and sought an apology from the nation.

In October, over 70 people lost their lives in one of the most horrifying train accidents in the country’s history when three carriages of Tezgam Express, going from Karachi to Rawalpindi, caught fire near Rahim Yar Khan.

The fire was believed to have been caused by a gas cylinder being used by some passengers for cooking food in the moving train. But no final report on the incident has so far been made public.

Earlier in January, hearing a case pertaining to losses incurred by Pakistan Railways, Chief Justice of Pakistan Gulzar Ahmed had expressed displeasure with the railways minister over his running of the organisation.

The chief justice asked the Mr Rashid to inform the court about an October 2019 fire that had engulfed a train, killing 73 passengers when apparently a gas cylinder brought by one of the travelers, had exploded.

“You should have submitted your resignation,” said the top judge, in response to which the minister said that 75 people had been dismissed after the tragic incident.

“Yesterday we were told that two people were fired. You fired lower-level employees, when will the higher-ranking ones will be dismissed?” asked Justice Ahmed.

“Minister Sahib don’t show people dreams, today you are running an 18th century railways. There is plundering in the railways department,” he had remarked.

Railways Minister Sheikh Rasheed Ahmed has expressed deep sorrow over the loss of life in the Rohri train accident.

A spokesman for the Pakistan Railways said that the incident took place on an unmanned level crossing apparently because of the negligence of the bus driver.

He said that there were 2,470 unmanned level crossings and the Pakistan Railways had written several letters to the provincial governments for manning them.

Meanwhile, talking to Pakistani community in Qatar, Foreign Minister Shah Mehmood Qureshi said peace agreement between the United States and Afghan Taliban will open new avenues of development in the region.

He said peace in Afghanistan will open up our links with Central Asia.

FM Qureshi said with peace and stability, there will be numerous opportunities for promoting bilateral trade between Pakistan and Afghanistan.

Today’s Afghan Taliban peace agreement will be followed by resolution of more serious challenges; how to move forward in Afghanistan after the US withdraws from the country.

A few days ago Secretary of State Mike Pompeo had stated that the intra-Afghan negotiations would begin after the agreement that would ultimately result in US troops pulling out of the country and a permanent ceasefire.

Role of Pakistan in Afghan Peace Process

The agreement is an important step towards peace not only in Afghanistan but also in neighbouring Pakistan.

Islamabad has been using its good offices to ensure the Taliban and Washington chalk out a future political roadmap for Afghanistan. The negotiations hit a wall in September 2019 when a US soldier was killed by the Taliban in Afghanistan.

The Foreign Ministry of Indonesia said on Friday that it had called the Indian Ambassador in Jakarta to discuss the riots that have claimed dozens of lives. “The government of Indonesia has complete confidence that the government of India will be able to manage the situation and ensure the harmonious relations among its religious communities.

Moreover, both countries share similar characteristics, as pluralistic countries that uphold democratic values and tolerance,” the ministry said. The statement came hours after the Religious Affairs Ministry uncharacteristically issued a statement condemning the sectarian “violence against Muslims".

Citizens of Gulf Cooperation Council (GCC) countries have been temporarily banned from entering Saudi Arabia’s holy cities Makkah and Madinah, the Kingdom’s foreign ministry said in a statement.

The Saudi government is closely following developments in the spread of the virus and its repercussions on an ongoing basis.

Further to the statement issued by the Ministry of Foreign Affairs on February 26, 2020, regarding the developments in the spread of the novel Coronavirus (Covid-19), and based on the recommendations of the competent health authorities to apply the highest precautionary standards to surround the virus and prevent its spread locally and globally, and to promote existing preventive measures to provide the maximum degree of protection as well as the application of safety standards to preserve the health of visitors of the Grand Mosque and Prophet's Mosque.

It was decided - in light of the exceptional health considerations currently in place in some of the Gulf Cooperation Council for Arab States - the temporary suspension of entry of the council's citizens to the holy cities of Makkah and Madinah.

The decision excludes the GCC's citizens who have been in the kingdom for 14 consecutive days and did not show signs of coronavirus infection, of them who wish to perform Umrah or visit the Prophet's Mosque can apply through the website of the Ministry of Hajj and Umrah to obtain a permit during the period of temporary suspension.

The government of the Kingdom of Saudi Arabia confirms that it is closely following developments in the spread of the virus and its repercussions on an ongoing basis, and that the precautionary measures are being reviewed according to any new developments, and additional measures shall be taken if the need arises

The Kingdom temporarily suspended entry for individuals seeking to perform the Umrah pilgrimage in Makkah or visit the Prophet’s Mosque in Madinah, as well as tourists traveling from countries where coronavirus poses a risk as determined by the Kingdom’s health authorities.

These countries include China, Italy, Japan, South Korea and Kazakhstan.




No further extension in deadline for filing the income tax returns: FBR

Federal Board of Revenue says there would be no further extension in the deadline for filing the income tax returns for the tax year 2019.

According to a press statement, the FBR would replace the Active Taxpayer list of 2018 with the list of 2019, and those who did not file returns in tax year 2019 would be removed from the list.

Meanwhile, the FBR spokesperson said the number of tax filers has risen by 45 percent this year, as compared to previous year.

According to reports, the Pakistan Express train was on its way from Karachi to Rawalpindi when it hit a bus at a railway crossing.

Sindh Information Minister Nasir Hussain Shah expressed grief at the loss of lives via a tweet.

"Deeply saddened to learn the train accident near Sukkur Rohri Railway phatak in which 15 people were killed and several injured. My heartfelt condolences to the victims families & prayers for the injured for early recovery!" he tweeted.

"The rescue operation is underway. We have expanded the search area to one-kilometre radius around the crash site," said the commissioner.

PPP Chairman Bilawal Bhutto Zardari expressed shock and grief over the loss of life due to the train accident. A spokesperson of the PPP chairman said that he had directed Sindh government to provide the best medical treatment to the injured.

"Train accidents are a question mark over the federal government's performance," Bilawal's spokesperson was quoted as saying. "After how many accidents will Imran Khan, who used to talk about resignations after a single accident happened, go home?"

Bilawal said that the PTI government was not concerned with the citizens' lives.

Iraqi fighters from the Popular Mobilization Units (PMU), better known by the Arabic word Hashd al-Sha’abi, have launched a major operation in the western countryside of Anbar province to hunt down the remnants of the Daesh terrorists.

Commander of Anbar Operations for the PMU Qassim Musleh said in a press statement that his fellow fighters had mounted a multi-pronged offensive, codenamed 'Leaders of Victory,' on Friday to clear the districts of Medisisa‎ and Salloum Forest, which lie south of the town of Qa'im and nearly 400 kilometers northwest of the capital Baghdad, besides the areas of Akra and Hamid Turky, Shaleej village and Beit Ajaj region.

Muslem said Hashd al-Sha’abi forces were pressing ahead with the operation irrespective of far-flung geographic areas and rugged terrains that terrorists use to either hide or camouflage.

He emphasized that the campaign will continue until its goals are fully achieved.

On September 21, 2019, the PMU announced the conclusion of a campaign against the sleeper cells of Daesh in the central parts of the country as well as a sector of the vast western desert leading to the border with Saudi Arabia.

The PMU media bureau announced in a statement at the time that the fifth phase of the 'Will of Victory' operation, which had started on September 16, was wrapped up as different units and forces of Iraqi military forces cleared the remote territory between the provinces of Karbala, Najaf and Anbar.

Iraqi forces cleared plains in a 4,800-kilometer square area in Anbar during the operation’s fifth phase. The forces detained 21 Daesh suspects.

Hashd al-Sha’abi fighters have played a major role in the liberation of Daesh-held areas to the south, northeast and north of the Iraqi capital, ever since the terrorists launched an offensive in the country, overrunning vast swathes in lightning attacks.

In November 2016, the Iraqi parliament voted to integrate Hashd al-Sha’abi, which was formed shortly after the emergence of Daesh in Iraq in 2014, into the military.

Former Iraqi prime minister Haider al-Abadi declared the end of military operations against Daesh in the Arab country on December 9, 2017.

The federal cabinet on Friday approved the appointment of Mushtaq Ahmed Mahar as the new Sindh inspector general, effectively replacing Dr Syed Kaleem Imam.

In an official notification issued by the Establishment Division, Mahar, "a grade 22 officer serving as the inspector general of the Pakistan Railways police, has been transferred and posted as the provincial police officer, government of Sindh, with immediate effect".

Mahar had also served as Karachi's police chief in the past.

On January 27, Sindh Chief Minister Murad Ali Shah had requested Prime Minister Imran Khan to replace Imam during a one-on-one meeting with the premier. The prime minister had given a "positive response" to the CM's request.

The shift in the federal government’s stance came after Islamabad had categorically told the Sindh government that it could not unilaterally repatriate or transfer IG Imam.

The establishment division in a letter to the Sindh chief secretary had stated that giving charge of the inspector general of police (IGP) to an additional IG would not be compatible with a 1993 agreement between the federal government and federating units.

Earlier, the Sindh government in its January 16 letter to the establishment secretary had stated that "till the time a new IGP is posted, the government of Sindh will assign look-after charge of the post of IGP to an additional IGP (BS-21) currently working in the province".

However, in response to the province’s letter, the federal government in its letter dated January 17 pointed out that "the look-after charge of the post of IGP Sindh cannot be assigned to any additional IGP of police working in the province being not covered under the inter-provincial agreement of 1993".

A source at the CM House had told Dawn that the provincial government had decided to remove Imam and a special cabinet meeting was called to this effect as he was reportedly not ‘toeing’ the government’s line.

The source had said police officers nowadays considered themselves as a force and independent and so they did not follow the policy of the government.

However, a source close to IGP Imam cited several reasons for his removal.

The source revealed that the government had decided to transfer the IGP as he was not entertaining or accommodating “illegal and irregular” demands of top leadership of the ruling Pakistan Peoples Party and its lawmakers.

The source had added that the PPP was unhappy because the IGP did not entertain demands of posting of SHOs, DSPs at local level, registered a case against a provincial minister, exposed alleged criminal activities of party leaders and other influential persons and was not giving them space to manoeuvre.

The IGP also did not allow the provincial government to use funds allocated to police to further the interests of MPAs or government, the source had said.

The law minister said that he has a brotherly relation with Khalid Javed as their fathers had a years-long relationship. “Those who say that I have an objection on Khalid Javed’s appointment are basically raising questions on their credibility,” he said.

Attorney General Khalid Javed also seconded the remarks from the law minister and said that he had a very kind relationship with Farogh Naseem’s father as he always defended him when questions are raised against him.

Meanwhile, the federal law minister also apologised with the former Attorney General Anwar Mansoor Khan and said that he considers him as a big brother. “I withdraw all my remarks against Anwar Mansoor,” he said.

Dozens of Turkish soldiers have reportedly been killed in Syria's northwestern province of Idlib as Syrian government forces, backed by allied fighters from popular defense groups, continue to score territorial gains in battles against foreign-sponsored militants in their last major bastion in the country.

The so-called Syrian Observatory for Human Rights reported that 34 Turkish soldiers had been killed in airstrikes in the area on Thursday.

The Britain-based monitor further noted that the casualties took place in a district located between the town of al-Bara, located in the Zawiya Mountain, and Billion town.

The report came hours after Turkey’s President Recep Tayyip Erdogan said in a speech aired on the private Turkish-language NTV television news network that three Turkish troops had been killed in Idlib.

“The developments in Idlib are now in favor [of Turkey],” he added at the opening ceremony of the ruling Justice and Development Party’s Politics Academy conference.

The fighting in Idlib is still ongoing, Erdogan said, adding that Turkey and Russia continue negotiations in the meanwhile.

Erdogan went on to claim that Turkey’s involvement in Syria is completely legal under the scope of the Adana agreement signed between Ankara and Damascus decades ago.

The Adana Interstate Agreement on Combating Terrorism was signed between Turkey and Syria on October 20, 1998. It clearly stated that the Damascus government would not allow any activities of the Kurdistan Workers’ Party (PKK) militant group on Syrian soil, and would block any terror activities that could threaten Turkey's sovereignty.

Meanwhile, Erdogan chaired an emergency security meeting late on Thursday to evaluate the latest developments in Syria’s Idlib region.

Turkish security sources, speaking on condition of anonymity, told pro-government and English-language Daily Sabah newspaper that all ministers and senior officials were present in the meeting.

Separately, Russia's Defense Ministry has accused Turkey of illegally sending strike drones into Syria's Idlib region to support Takfiri militants fighting Syrian government forces, and of providing artillery support for them.

Earlier, a military source said Turkish military forces were using shoulder-fired missiles to shoot down Russian and Syrian military aircraft in Idlib as heavy fighting continues in the area.

“Syrian and Russian planes are stopping militants again and again. But the sky above Idlib is also dangerous. The militants and Turkish specialists are actively using portable air defense systems,” Russia’s state-owned Rossiya 24 television news network reported on Thursday.

The report noted that Russian and Syrian planes were therefore being forced to take countermeasures after they carry out a string of airstrikes against militant positions in the region.

Furthermore, Turkish military forces have fired barrages of missiles at targets in Syria's west-central province of Hama, the northwestern towns of Kafr Nabl and Zahraa as well as the strategic western coastal city of Latakia in response to an airstrike blamed on Damascus in Idlib region that killed thirty-four Turkish soldiers.

Moreover, Russian Foreign Ministry Spokeswoman Maria Zakharova has blamed Turkey’s non-commitment to the Sochi agreement for the exacerbation of fighting in Syria’s Idlib region.

“The area has turned into a stronghold for the Hayat Tahrir al-Sham (HTS) terrorist coalition, and we believe that one of the main reasons behind the deterioration of the situation (in Idlib) is the failure to comply with the Russian-Turkish memorandum signed (in the Russian resort city of Sochi) on September 17, 2018,” the Arabic service of Russia’s Sputnik news agency quoted her as saying in Moscow on Thursday.

Under the Sochi agreement, all militants in the demilitarized zone that surrounds Idlib, and also parts of the provinces of Aleppo and west-central province of Hama, were supposed to pull out heavy arms by October 17, 2018, with the Takfiri groups having to withdraw two days earlier.

Zakharova highlighted even though Russia's military declared a ceasefire between Syria's warring sides in Idlib province on January 9, foreign-backed militants continue to shell nearby residential areas and Syrian army positions.

‘Some countries seeking to turn Security Council into NATO platform to support Turkish aggression’

Additionally, Syria's Ambassador to the United Nations Bashar al-Jaafari says some countries are seeking to turn the Security Council into a platform for the US-led North Atlantic Treaty Organization (NATO) to support the Turkish aggression on Syrian territories.

Speaking at a council’s session in New York on Thursday, Jaafari said the complete liberation of the strategic northwestern city of Aleppo has given local residents a sense of security.

The top diplomat then called on countries that hold sway over the Ankara government and Takfiri militants operating inside Syria to force them into allowing nearly a million displaced Syrians to return home.

Jaafari then criticized Syria’s disappointment with the World Health Organization’s delay in dispatching necessary medical supplies to Syria, emphasizing that the Damascus government together with international non- governmental organizations and the UN has been providing humanitarian aid, social support, healthcare and basic needs to millions of Syrians.

“Syria stresses once again its categorical rejection of any Turkish or foreign illegitimate presence on its lands, and calls for the cessation of Turkish hostile acts and its support for terrorism in Syria,” he said.

Jaafari concluded that Erdogan and Turkish UN ambassador AyÅŸe Cihan SultanoÄŸlu have no right to talk on behalf of Syrian people, as Ankara supports terrorism in Syria and continues attacking the territories of the crisis-hit Arab country.

In another development, the Russian military announced on Thursday evening that Syrian air defense units had intercepted and targeted a Turkish strike drone after it violated the Syrian airspace and was preparing to carry out strikes against the positions of government forces in Maarzaf area of Idlib.

Heath of the ministry’s Center for the Reconciliation of Opposing Sides in Syria, Rear Admiral Oleg Zhuravlev, said Ankara keeps violating the Sochi deal as regards a demilitarized zone in northern Syria.

“In violation of the Sochi accords, the Turkish side continues to support the actions of illegal armed groups in the Idlib de-escalation zone by artillery fire and the use of reconnaissance and strike drones in attacks on Syrian army units,” Zhuravlev noted.

Israeli military helicopters have attacked Syrian army positions in the Arab country’s southwestern province of Quneitra near the occupied Golan Heights as tensions soar between the Tel Aviv regime and the Damascus government over an earlier airstrike.

Syria’s official news agency SANA reported the aircraft fired missiles at the positions of Syrian government troops in the city of Quneitra, located some 65 kilometers south of the capital Damascus, and the nearby towns of al-Qataniyah and al-Hurriyet.

Three soldiers were injured in the aerial attacks that were carried out late on Thursday night.

There was no immediate response from the Israeli army, which rarely acknowledges strikes conducted in Syria.

Syria’s state-run al-Ikhbariyah Syria television news network said the helicopters came from above the Golan Heights.

The bombings came hours after one person was killed in an Israeli drone attack in the same Syrian province.

“A civilian was martyred when his car was targeted by a drone belonging to the Israeli enemy south of the town of Hader,” SANA reported.

SANA noted that the victim was traveling in his car along a road in Hader village on Thursday, when the Israeli drone fired a missile, killing him on the spot.

The so-called Syrian Observatory for Human Rights said the victim was a member of the "Syrian resistance to liberate Golan," without elaborating.

Quneitra Governor Humam Dibyat identified the person killed as Adel Tawil and said he worked at a police station and was targeted while returning home from work.

“He was innocent. He was an honorable nationalist,” Dibyat was quoted as saying by The Associated Press news agency.

Israel seized the Golan Heights from Syria after the 1967 Six-Day War and later occupied it in a move that has never been recognized by the international community.

The regime has built dozens of settlements in the area ever since and has used the region to carry out a number of military operations against the Syrian government.

On March 25 last year, US President Donald Trump signed a proclamation, formally recognizing Israel's sovereignty over the Golan Heights. The announcement came as Israeli Prime Minister Benjamin Netanyahu visited the White House.

The Syrian Ministry of Foreign Affairs and Expatriates, in a statement at the time, called the US decision a “blatant attack on the sovereignty and territorial integrity” of Syria.

“The liberation of the Golan by all available means and its return to the Syrian motherland is an inalienable right,” according to the statement carried by SANA, which added, “The decision ... makes the United States the main enemy of the Arabs.”

The Arab League also condemned the move, saying "Trump's recognition does not change the area's status."

Iran, Iraq, Russia and Turkey condemned the US move as well.

In a tweet, Iranian Foreign Minister Mohammad Javad Zarif expressed “shock” at Trump’s move and Foreign Ministry Spokesman Bahram Qassemi said “this illegal and unacceptable recognition does not change the fact that it (the Golan Heights) belongs to Syria.”

The Iraqi Foreign Ministry also said on Twitter that the US plan "contravenes international law."

Turkish Foreign Minister Mevlut Cavusoglu said it was impossible for Turkey to accept the US decision on the Golan Heights.

Special Assistant to Prime Minister on Health Dr Zafar Mirza said on Friday that the government now has a plan to deal with the situation of pilgrims coming to Pakistan from Iran, which has been hit with the coronavirus epidemic.

Dr Mirza said he has reviewed the situation at the Taftan-Zahedan border.

During his visit, the health adviser said that the over next few days the authorities will gradually allow Pakistani ‘zaireens’ or pilgrims returning from Iran to enter the country, after full health screening.

He further said that the point of entry is being strengthened.

Pakistan on Sunday had sealed its border with Iran and declared emergency in border districts.

On Wednesday, Pakistan recorded its first two cases of coronavirus, with one each being in Karachi and Islamabad. The patients had returned recently from Iran.

Earlier, Dr Mirza said that the two patients were stable and their condition was improving. "Contacts traced until now and tested are all negative," he added.

Separately, the Sindh health department cleared the family of Pakistan's first confirmed coronavirus patient after screening.

The 22-year-old had arrived in Karachi on February 20, indicating that there were chances that the thermal screening machines at the airports for those entering the country may not have worked after all.

The machines are supposed to immediately detect higher-than-usual body temperature.

A day earlier, Iran had reported seven new deaths from the coronavirus infection in the country over the past 24 hours, taking the death toll to 26 as the country struggles to contain the spread of the virus both at home and beyond its borders.

Health Ministry spokesman Kianoush Jahanpour also told a press briefing that 106 more cases of the disease had been confirmed, raising the tally of infections to 245, the highest outside China where COVID-19 originated.

Islamabad High Court (IHC) Chief Justice Athar Minallah on Friday remarked that it is the government's responsibility to decide about Pakistani students who are trapped in Wuhan as the 'situation is serious'.

IHC Chief Justice Athar Minallah passed the remarks while hearing a petition filed by the parents of the Pakistani students stuck in Chinese city of Wuhan due to coronavirus outbreak.

During the hearing, the parents told the court that there was a “clear difference” in the stance of the government and the students trapped in China.

“The government is not giving us any answers,” said the parents.

After hearing the parents, IHC CJ remarked that the government should satisfy the parents on the measures they have taken.

“This is a serious situation and the government of Pakistan needs to make a decision on this,” added IHC CJ Athar Minallah.

Earlier in the hearing, an official of the health ministry informed the court that they have set up a committee to provide assistance to the parents.

“Do not tell me about the committee, why is Government of Pakistan irresponsible,” remarked IHC Chief Justice Athar Minallah to the health official’s response. He added that all the work cannot be done by the director general of the foreign ministry.

Justice MInallah told the officials present in the court that parents were constantly complaining that the government was not listening to their concerns.

“It is not the responsibility of the foreign ministry to resolve the problem, it is the Federal Cabinet’s responsibility,” remarked the judge.




Authority ensures availability of masks and other protective items: Dr. Zafar

Drug Regulatory Authority of Pakistan(DRAP) is making all out efforts for prevention of coronavirus in the country.

In a statement, Spokesperson for Ministry of Health Services Dr. Zafar Mirza said that the Authority is also ensuring availability of masks and other protective items in this regard.

The Spokesperson said companies have been directed to ensure provision of masks in the market at the prices fixed in December last year. New stock of masks is also being provided in markets.

Accountability Court: Hamza Shehbaz’s remand extended till March 13

An accountability court on Friday extended the judicial remand of Pakistan Muslim League Nawaz (PMLN) stalwart, Hamza Shehbaz Sharif, till March 13, in assets beyond means.

Hamza Shehbaz Sharif was presented before the court of Judge Jawad-ul-Hassan under tight security.

The court had to indict PML-N leader today but due to the absence of duty judge, the Punjab Assembly opposition leader will now be inducted on March 6.

The accountability court has summoned PML-N leader to appear before the court on March 6 and extended his judicial remand including six other accused in money laundering case till March 13.

The court was then adjourned till March 6.

It must be noted that the NAB had arrested PML-N leader in the assets beyond income case on June 11, 2019, after LHC had turned down his applications for extension in interim bail.

The Lahore High Court (LHC) on Tuesday rejected the bail plea of Pakistan Muslim League-Nawaz (PML-N) leader Hamza Shehbaz in assets beyond means case.

A two-member bench of LHC comprising Justice Syed Mazahir Ali Akbar Naqvi and Justice Sardar Ahmed Naeem heard the case.

The Pakistan-Iran border crossing at Taftan on Friday remained close for the sixth consecutive day as immigration and crossings from both sides remained halted amid confirmation of two virus cases in the country, both of whom had travelled to Iran for pilgrimage.

According to the Provincial Disaster Management Authority (PDMA) Balochistan, an emergency has been declared in the provincial areas bordering Iran and screening process of 270 pilgrims who returned to Pakistan was undergoing at Pakistan House in Taftan.

“The authorities have already closed down educational institutes in the province till March 15,” they said.

The PDMA further said that the authorities have prepared the standard operating procedures (SOPs) to be followed for the pilgrims who will be returning from Iran.

“Currently there are hundreds of Pakistanis stranded at the Iran border and we have decided to bring them back in groups of 1000 people after screening process on a daily basis,” they said.

“Those returning will be provided with security and other travelling facilities and would be kept at the quarantine for one week to ascertain if they have any symptoms of the disease,” the PDMA said while divulging details of the SOP.

After the entire process, they would be shifted to Quetta immediately.

The PDMA has also announced to establish quarantine and isolation wards near the Taftan border crossing on an emergency basis to deal with the issue.

The provincial government has also already released an amount of Rs 200 to immediately set up isolation wards at the border crossing and sent 10 more doctors and health experts at the border area to deal with the situation.

“The authorities have already set up makeshift camps at the border crossing and provided them with food items, blankets, medicines, surgical masks and other necessary material,” they said.

Meanwhile, Iranian authorities have also offered to conduct screening, performing tests at suspected coronavirus patients and keeping them under scrutiny before allowing them to travel to Pakistan.

Public and Private Educational institutions will reopen in Sindh from Monday

All the public and private educational institutions in Sindh will remain closed till 1st of March
All the public and private educational institutions in Sindh will remain closed till 1st of March as part of the preventive measures against any possible spread of the deadly coronavirus.

According to an official handout released on Thursday, government and private educational institutions in the province will reopen on 2nd of March (Monday).

“All the Public and Private Educational Institutions under the administrative control of School Education and Literacy Department, Sindh shall remain closed from 27th of February, 2020 for preventive measures taken on account of the appearance of an unexpected case of coronavirus and shall reopen on Monday,” read the notification.

Earlier on February 27, the provincial authorities had decided to close all government and private schools across Sindh for two days.

The announcement had come after the emergence of a coronavirus case in the Sindh capital Karachi. However, Saeed Ghani’s announcement had not specified any reason for the closure of the educational institutions.

Ghani had announced that all educational institutions will remain closed on February 27 (Thursday) and February 28 (Friday).

“Who said wearing mask is mandatory to get safe from coronavirus”, Justice Muhammad Ali remarked. Have you not saw the press conference of the doctors in this context, yesterday?, he asked the lawyer of the applicant.

The SHC bench observed that masks are available in Karachi after observing a girl wearing mask in the court room. Upon asking, the girl replied, she bought the mask from the city but after facing so much difficulties.

A panic has been created under the name of coronavirus in the city, the judge remarked.

Following the detection of two cases of coronavirus in Pakistan, the prices of surgical masks were surged in various parts of the country. The two cases of novel coronavirus were reported in Karachi and Islamabad.

World prepares for coronavirus pandemic and global recession forecast
Hopes the coronavirus would be contained to China vanished on Friday as infections spread rapidly around the world, countries started stockpiling medical equipment and investors took flight in expectation of a global recession.

Share prices were on track for the worst week since the global financial crisis in 2008 as virus-related disruptions to international travel and supply chains fueled fears of recession in the United States and the Euro zone.

The U.S. stock market fell into correction territory with the benchmark S&P 500 index down more than 4% on Thursday, extending a market rout that has now sliced more than 10% off of its closing peak on Feb. 19. Asian stocks on Friday tracked Wall Street’s plunge.

“The coronavirus now looks like a pandemic. Markets can cope even if there is big risk as long as we can see the end of the tunnel,” said Norihiro Fujito, chief investment strategist at Mitsubishi UFJ Morgan Stanley Securities.

“But at the moment, no one can tell how long this will last and how severe it will get.”

Mainland China - where the virus originated late last year - reported 327 new cases on Friday, the lowest since Jan. 23.

But with new infections reported around the world now surpassing those in China, World Health Organization (WHO) Director General Tedros Adhanom Ghebreyesus said nations should prepare.

“This virus has pandemic potential,” Tedros said. “This is not a time for fear. This is a time for taking action to prevent infection and save lives now.”

A Reuters tally showed about 10 countries reported their first virus cases in past 24 hours, including Nigeria, the most populous country in Africa and the first case in sub-Saharan Africa.

U.S. investment bank BofA cut its world growth forecast to the lowest level since the peak of the financial crisis, and ratings agency Moody’s said a coronavirus pandemic would trigger global and U.S. recessions in the first half of the year.

MEDICAL STOCKPILING

In addition to stockpiling medical supplies, governments ordered schools shut and canceled big gatherings, including sports events, to try to halt the spread of the flu-like disease known as COVID-19.

U.S. President Donald Trump’s administration was considering invoking special powers to rapidly expand U.S. production of protective gear, two officials told Reuters.

In Europe, France’s number of reported cases doubled, Germany warned of an impending epidemic and Greece, a gateway for refugees from the Middle East, announced tighter border controls.

“We have a crisis before us. An epidemic is on its way,” French President Emmanuel Macron said.

The death toll in Italy, Europe’s worst-hit country, rose to 17 on Thursday and the number of people who tested positive for the illness increased by more than 200 to 650. Germany has about 27 cases, France around 18 and Spain 15.

Tedros told reporters in Geneva that Iran, Italy and South Korea were at a “decisive point” in their efforts to prevent a wider outbreak.

KNOWN UNKNOWNS

South Korea, which has the most cases outside China, reported 256 new infections on Friday, bringing the total number of infected in the country to 2,022.

Korean Air Lines Co Ltd (003490.KS) said will check temperatures of passengers traveling to the United States and would not allow anyone with a temperature higher than 37.5 Celsius (99.5 Fahrenheit) to fly. One of its flight attendant who worked on Seoul-Los Angeles flights has tested positive.

The country’s top airline said it also planned to expand these procedures to other routes.

There is particular concern over a case in Japan in which a woman tested positive for the virus for a second time. Second positive tests have also been reported in China and could imply contracting the disease does not confer immunity.

Scientists warned that much remains unknown about the virus, including how long it can survive on surfaces.

Hong Kong quarantined a pet dog of a coronavirus patient after it showed “weak positive” results for the virus, even though it did not have any symptoms. Further tests would be conducted to confirm if the dog had been infected.

U.S. Centers for Disease Control and Prevention (CDC)director Robert Redfield said the agency was evaluating how long coronavirus could be infectious on surfaces.

“On copper and steel its pretty typical, it’s pretty much about 2 hours,” Redfield told a House of Representatives hearing. “But I will say on other surfaces - cardboard or plastic - it’s longer, and so we are looking at this.”

He said infections contracted from surfaces rather than through the air could have contributed to the outbreak on the Diamond Princess cruise ship in Japan, where about 700 passengers and crew caught the disease.

TOKYO OLYMPICS FUTURE

Japan is scheduled to host the 2020 Olympics in July but the head of the WHO’s emergency program, Dr. Mike Ryan, said discussions were being held with organizers about whether it should go ahead.

The coronavirus has played havoc with global aviation and tourism as airlines cancel flights, countries ban visitors from hot spots and nervous passengers put off travel.

California-based Facebook Inc (FB.O) said it would cancel its annual developer conference and Microsoft Corp (MSFT.O) followed suit by withdrawing from a gaming conference scheduled for next month.

The WHO’s Ryan said Iran’s outbreak may be worse than realized. It has suffered the highest death toll outside China, with 26 dead from 245 reported cases.

U.S. intelligence agencies are monitoring the spread of coronavirus, including in Iran and India, sources familiar with the matter said.

The virus has so far mainly battered China, causing nearly 80,000 infections and almost 2,800 deaths, according official Chinese figures. It has spread to another 46 countries, where about 3,700 cases and 57 deaths have been reported, according to the WHO.

There is no cure for the coronavirus, which can lead to pneumonia, and a vaccine may take up to 18 months to develop.
